Pool Permits and HOA Approvals in Houston-Area Suburbs
A mailing address does not always tell you which authority reviews a pool project. Before design is finalized, confirm whether the property is inside a municipality, in an unincorporated county area, or subject to another permitting authority. Always verify current requirements directly with the applicable jurisdiction.

A practical pre-design checklist
Bring your survey, HOA guidelines, desired pool location, known easements, utility information, access measurements, and a list of planned structures or kitchens. Then ask who is responsible for plan preparation, HOA submission, permit submission, corrections, inspections, and fees.

Katy
The City of Katy states that permits are required for swimming pools, hot tubs, patios, electrical work, and plumbing work. Its Civic Access portal supports applications, plan submission, payments, status tracking, and inspection scheduling. City of Katy Pool Permits
Sugar Land
Sugar Land’s current residential pool checklist requires a property survey with dimensions and setbacks, fencing and gate information, drainage and grading details, steel information, pool depths, equipment location, electrical load analysis, and an HOA approval letter. Harris County communities
For properties under Harris County jurisdiction—including portions of the broader Cypress and Spring markets—the county requires residential swimming-pool plan review. Conroe and the northern service area
The City of Conroe uses OpenGov for permit applications and inspections, including application submission, inspection scheduling, payments, and project tracking.
